In reply to your letter of the 7th instant, 881/12,

I ca directed by the fucrutary of Rtute for Poreign

Affaire to transmit to you herewith to be leid before

the Lords Commissioners of His Majesty's Trumantry copiee

of the International Opius Convention as signed at The

Hagio on Tunery 23rd and of the Protocole de Clôture

of the Conference.

I da so request you to draw Their Lordships atten-

tion to the fact that certain of the provisions of the

Tonvention will, if the Convention 1, ultla tely ratified

by His Majesty'. Coverment require lvpislation in ordur

to give thom statutory effect, und Bir E.froy notua

with satisfaction that Their Lordchipa are propared to

authorize the Clatone and Excine Topurtant to act as

the nublend agency for carrying out the policy involved

in the Convention, but in regard to their request that
